Scholastic has Warehouse Sales around the country several times a year. The prices are usually 50% off. Check the Scholastic web site to see if there is a warehouse near you.
If you have access to Firefly book orders, through Scholastic, you can usually find one title for 95c in each month's order. Sometimes they have online sales too.
Garage sales!
There is a chain of book stores called Bargain Books in the midwest. Maybe you can find something similar in your area.
Public libraries have "sales" when they update their collections. Sometimes you can get some great deals there, AND they are hard covers!
Good Luck!

Parents are also a good source too. Especially as thier children outgrow the need for books have them bring theses in. Sometimes they can write this off as a tax write off. I also have parents donate $ to the the class book fund. We use Scholastic books, the parents buy books for their children and when they buy so many the class gets free books. Good Luck

I belong to 2 book swap sites that all you pay for is the postage to mail your book out. I've gotten 300 books in the last year for my preschoolers and textbooks to teach myself accounting. The sites are Bookmooch and Paperbackswap. If you google the websites will pop right up.
Do you have any specific titles that you want? I'd be willing to keep an eye out around my area and grab them if you'd pay for the postage. I know it's really hard to get good books for the little ones.

As a parent I loved buying books for my daughter's classrooms. Even in preschool. The teacher sent home book orders and when I ordered book for Brit I would ask if the teacher liked or wanted any for the classroom. I prefer to give books especially for holidays or special occasions instead of other stuff. We started a new tradition in her elementary school for Christmas and times like that of giving to the classroom instead of students drawing names or any other kind of gift swap. Just some ideas!!
