How can you make sure a special needs child is understanding the material without embarrassing the child in front of the class, while explaining something to the students?

Go quietly over to the child and whisper to them do they have any additional questions. YOu can do this to several students every time, but make sure you get this child every time.

My students are older, but I assign my students with special needs some sort of job (for me it's librarian, which is making sure the books are put back right), which makes them be the last to leave the classroom. When all others have cleared out, I ask them three or four specific questions and make them repeat back important info. I also make sure they've written in their planners, have their materials put away where they won't loose them, etc.
